China Draws a Line: Human-Like AI Will No Longer Operate Without State Approval

China is moving to formalize a far stricter regulatory framework for human-like artificial intelligence, signaling that the next phase of its AI expansion will be governed as much by behavioral risk management as by technical performance. As NewsTrackerToday notes, the draft rules published by the Cyberspace Administration of China place emotional interaction, user dependency, and transparency at the center of AI oversight – not as secondary concerns, but as core regulatory objectives.

The proposed framework targets AI systems designed to simulate human behavior, personality traits, and emotional engagement across text, audio, image, and video formats. Providers would be required to clearly inform users that they are interacting with AI at login, at repeated intervals, and whenever systems detect signs of excessive reliance. Services would also be obligated to prompt users to take breaks after prolonged usage, effectively transforming time spent with AI into a compliance metric rather than a growth indicator.

From a structural perspective, the draft shifts responsibility decisively toward providers. Companies would need to embed ethical review mechanisms, algorithmic oversight, cybersecurity protections, data governance controls, and emergency response systems directly into product design. NewsTrackerToday views this as a deliberate move to raise the fixed cost of operating emotionally interactive AI at scale – favoring large platforms with compliance infrastructure while narrowing the margin for experimentation among smaller developers.

A key trigger lies in scale thresholds. Providers would be required to conduct formal safety assessments and submit filings to provincial regulators when launching human-like interaction features, making substantial technical changes, or reaching 1 million registered users or 100,000 monthly active users. This threshold-based approach appears designed to capture fast-growing consumer AI products before they become socially entrenched.

Sophie Leclerc, technology sector analyst, sees the rules as a signal that regulators are redefining AI risk. “Once AI systems begin to occupy emotional and cognitive space in users’ daily lives, regulators stop treating them as software tools and start treating them as behavioral infrastructure,” she says. Data usage is another pressure point. The draft tightens expectations around training data provenance, consent, and separation between user interaction data and model development pipelines. Daniel Wu, geopolitics and energy analyst, argues the timing is strategic rather than reactive. “China is trying to accelerate AI deployment without surrendering social control. That means regulating the interfaces people form relationships with, not just the models themselves,” he notes.
